capacity of doing work of a man before and after will be same
100*45/5=200*x/16
x=72
total increase in workers=72-45=27

45 Workers---100 days---5 km ---(a)
so for next 200 days [45 Workers+ Some extra workers] has to complete the work
45 Workers---200 days---10 km ---(b)
Remaining work=21-(10+5)=6 km.
From (b),Workers needed for 6 km= 6*45/10 =27

5*100*x=16*100*45
x=144
so 144-45=99workers are more needed to built 16 km in 100 days

45*100/5 = x*200/16
= 72
more men = 72 - 45 = 27

No of workers currently working is not given (it never says that currently there are 45 workers working),
Work potential, x = 21/(45*300)

if n is number of workers working currently then:
100 * n * x = 5
after puting x, n = 32 (apx)

now to complete work(16 kms) in remaning 200 days:
n' is number of workers

200 * n' * x = 16

after puting x, n' = 50 (apx)

no of workers added = n' - n = 50 - 32
therefore, Answer = 18

Total work to be completed = 21+5= 26 km in 300 days
if we assume that all man have same capacity to do work
than,
21 km work can be done by 45 workers in 300 days
so,21 km work can be done by 1 worker in 300*45 days
so, 1 km work can be done by 1 worker in 300*45/21

now if total work is increased to 26 km and to complete the work in 300 days than no. of workers have to increase
let total no. of workers =x
than,
according to above procedure,
we can say that
1 km work done by 1 worker in 300*x/26 days

capacity of doing work of a worker will be same
than,
300*45/21=300*x/26
by calculation ,
x=55.7142

but no. of workers can't be fraction
so, no. of workers will be 56
before 45 workers are working
so no. of workers to be increased =56-45=11 Ans.
