1st Draw:
Either White or Black ball (Let say White)

2nd Draw:
If again White, then 2 is the minimum number of draws to have two balls of same colour. [Local Minima / End of Problem]
and If Black, then we have to go for 3rd Draw. [Problem Continues]

3rd Draw:
Either Black or White ball will ensure that we will have two balls of same colour. [No more problem persist]

Solution:
Minimum number of draws to have two balls of same colour is 2.
Maximum number of draws to ensure a minimum of two balls of same colour is 3.

Verdict: Question is not well written. Thus creating a confusion.
