let us consider it is a rectangle.
so area=24*9=216sq.cm
now (24-3*2)*(9-2*2)=18*5=90sq.cm

Lets say, the page is a rectangle with length 18 and width 12
So, total area = 216
Now, removing 3 cm from both top and bottom would remove area = 2*3*12 = 72
Now, removing 2 cm from both the sides would remove area = 2*2*(18-6) = 48
So, total area removed = 72+48 = 120
Remaining area = 216-120 = 96

Prime factors of 216 = 2^3 * 3^3 = 8 * 27
Now the Required Size of Paper = (8 - 2*2) * (27 - 3*2) = 4 * 21 = 84

if paper is rectangle with l=18 & w=12
so area=12*18=216
margin area=18*3+2(12*2)-2(2*3)(corner)=90
then optimized size=216-90=126
