i'm not sure but according to me data is insufficient.

taking statement 1:x>y true for only negative values of x and y but not true for positive values.hence can't be answered using one only.

taking statement 2:x is non negative i.e x belongs to whole numbers.and there is no restriction for y.so y can take any values and therefore the answer is different for negative and positive values of y.hence can't be answered using statement 2 only.

now taking both statements:x>y and x is non negative(0,1,2,3,4,5,...).answers will be different when x and y are positive, and x is positive and y is negative.

only 2 is correct .....
bcoz if x>y then 10/x value is smaller and ultimately 10/x < 10/y.....which does not satisfy the question ....
and x must me non-negative i.e +ve ,,,,,,bcoz if we take x as -ve then 10/x becomes -ve and -ve < +ve .so only 2 is correct

1 is never true...
for 2, as its given x is non negative...which doesnt implies that y is -ve or
+ve...so both data are insufficient

here both the statements are insufficient to ans the question........
in first case:for x=2 n y=1 it does not hold
in case 2: x is +ve but wat abt y...no clue
then if we combine the 2 statements then
x should be non negative and it should be greater than y but it also does not satisfy the value foe x= 2 and y=1;
so both the statements are not sufficient to ans the question..
but but .....if the question is asked like is 10/x>10/y then it may be the diff story.....

Statement 1 alone is not sufficient, because if x=-1 and y =2 then 10/x > 10/y is wrong.
Similarly, Statement 2 alone is not sufficient. if x=2 and y=1 then 10/x > 10/y becomes wrong.
But, if we take both statement together then statement 10/x > 10/y must be always correct.ex- For x=5 y=6 statement is true.
So, ans is - Both the statements are required to answer the question.

case 1:y>x when x,y positive
case 2:x>y when y is negative and x is positive

Only 2) satisfy the Question...
1) is not satisfying the Question.. in some case
eg:- case 1:- x=2,y=1
case 2:- x=2, y=-1

example:
