It means they will meet 11 hour after the town hall clock will take 10 secs to strike the hour. As there is 1 sec interval in consecutive strike , 10 secs means there are 10 gaps in strikes.

so total 11 strikes are there.

at 11 PM on the clock, the town hall clock will take 10 secs to strike the hour.

But actual time is 0000 hrs as hour hand of the clock is put back by one hour.
So They will meet 11 hrs after that means at 11 AM in the next morning.
