Solution

At first, find the distance of a point from the line
using ax1+by1+c/Sqrt(a^2+b^2) (Where P(2,-1) is x1,y1 and get a,b,c by comparing given equation with ax+by+c=0
distance is 14/sqrt13, which is greater then 3, so there is no point on the line..
