the distance will be maximum when the angle between the lines joining these three places is 180 deg. the maximum distance is 40km.RN---(20km)---SN---(20km)--GN i.e 40km.
again it will be minimum as this angle tends to 0deg. then the distance will also tends to 0. but as gandhinagar and ramnagar can not coincide so the distance cant be exactly equal to zero.
so the correct option is 1.

min displacement can be 20 - 20 = 0..
