There are 5 positions
3 rd place is fixed with 6
So we are left with 4 positions
1st 2nd 4th positions can be filled with 4
So 3 combinations
Left 3 positions to be filled with 3 different numbers
= 3P3 = 3! = 6
So 3 * 6 combinations = 18
= Option (1)

Keeping 6 at the Hundred's place, the rest 4 digits can be rearranged in 4!= 24 means..
now keeping 4 at the unit's and 6 at the Hundred's, the rearrangement can be of 3!= 6 types
so, Answer is (24-6)= 18.
