let x be amount of solution containing 13% of chem A. Make a table to find the totals:

Solution Amount Decimal Total
------------------------------------------------------------
3% 23 - x .03 .03*(23-x)

13% x .13 .13 * x

10% 23 .1 .1 * 23

The total of the 3% solution plus the total of the 13% solution must equal the total of the 10% solution.

0.69-0.03x + 0.13x = 2.3
0.1x=1.61
x = 16.1 Answer C
