Let Speed of modem A be k
So Speed of modem B is 17/100*k

Time taken by modem A = 25.5 minutes
Let time taken by modem B = x

k*25.5 = 17/100*k*x
0.17*x = 25.5
x = 25.5/0.17
= 150 minutes

Download by Modem A in 1 min.=1/25.5= 2/51
Download by Modem B in 1 min.=(2/51)*(17/100)=2/300=1/150
So Modem B will take 1/(1/150)=150 minutes

B finishes at 17% speed that of A.
so to find time taken by B : 25.5/.17 = 150 min

Explanation :
suppose: A's efficiency per minute is 100X unit
then total work done by A is :100X*25.5=2550 unit
now B works 17% of A so B's efficiency per minute is: (100*17)/100=17x
total work in unit is=2550
so B will complete it =2550/17-->150 minute

Answer :150 minutes

let efficiency of modem A be x
then efficiency of modem B = 0.17x
when efficiency is x time = 25.5 min
when efficiency is 0.17x time = 25.5* 0.17
so, ans = 4.335 minutes
