if the four circular cardboard piece are placed in way of touching two other pieces then it resembles like square if their centers are connected with each other

therefore the length of the square is 28 (14+14) since distance between two centers gives two radius

therefore the area of square is = 28*28 =784


but inside that square four quadrant are present each quadrant from each circle four quadrant gives one circle

therefore area of circle is = 22/7*14*14 = 616

the area enclosed is = 784-616 = 168
