1-9 = 9 x 1 = 9 digits
10-99 = 90 x 2 = 180 digits
100-999 = 900x3 = 2700 digits
need = 28383 - 2889 = 25494 digits
need 25494/4 = 6373.50 more terms. wow... 0.5 terms? not possible. so we need to take 6374th term from 1000th term. i.e.

1000-7374 = 6374 terms x 4 = 25496 digits.
so altogather 1-7374 terms have 28385 digits. 28385th digit is 4, 28384th digit is 7 and 28383rd digit is 3.

(7*10-2)^5
7*10 is multiple of 7 so it won't give remainder.
(-2)^5 =(-2)^4 (-2)=16*(-2)=(7*2+2)(-2)=2*5=10
(-2 remainder or 7-2=+5 is same)
10/7=3
