Initially, the question seemed wrong since the sum of 3 odd numbers can never be an even number.
But to be logical, there are many ways to answer this.
1) 13 (in base 7) + 13 (in base 7) + 13 (in base 7) = 42 (in base 7) = 30 (in base 10).
This is also valid for many odd bases. 11 (in base 9) + 11 (in base 9) + 11 (in base 9) = 33 (in base 9) = 30 (in base 10).
2) 15+15 = 30 The third blank can be omitted because there is no instruction that three blanks should be filled.
3) If we allow decimals, 19.5+9.5+1 = 30 In certain number system, they use ,(comma) instead of .(decimal point). Decimal point or comma can be used because ".(dot) and ,(comma)" are there in the list of "you can use" in the given question. Also, it is given that we can repeat numbers. So, I use 1 and 9 to make 19. There are many such possible combinations.

thus according to relation a+(n-1)d=n th term

i.e.

solving above two we get
a= 1/7 and d=5/7

Here x is missing.
But if we consider p to be x
then option C is correct as its value can be calculated by using statement 1 alone(p=0, p=-2).
and using statement 2 alone(p=0, p=-1) but p have three values so final answer is p= 0, -1, -2.

thus total distance = (2*60*2) = 240
now distance to be covered = 120 km
time left = 3 hrs(2 hrs to 11 AM is 1 PM so time left = 4 PM - 1PM = 3 hrs)
speed required = 120/3 = 40 km/hr
so answer is C.

speed of theif = y km/hr
time = x/y ...............(i)
then distance of police = (x + 0.2) km
speed of police = (y + 2) km/hr
time = (x + 0.2)/(y + 2) ..................(ii)
putting (i) and (ii) equal, we get
x/y = (x + 0.2)/(y + 2)
x/y = 0.1 hr = 0.1 * 60 = 6 minutes.
